The U.S. Department of Education has estimated that there are close to seven million school-age students receiving special education services in the United States — approximately nine percent of the general population of children within this age range and over 13 percent of the children enrolled in public elementary and secondary schools. The system of special education programs and services for these students has become complicated and difficult to understand. Educators are responsible for integrating these students into general education classrooms while meeting their individual needs and adhering to the myriad legislative, procedural, and judicial requirements that protect the rights of all children with disabilities.

 

The intent of Raven's Guide to Special Education is to make this complex educational system more understandable and workable for the people who help children with disabilities. Within this online guide are concise summaries of special education laws, regulations, procedures, and disability categories; teaching, discipline, and inclusion strategies; a glossary of special education terms; links to related Internet sites; and more.


The information in this guide is most appropriate for mildly to moderately disabled students. Some information may not be applicable for students with highly unique needs or severe disabilities. The general rules, procedures, and methods suggested in this guide should always be applied with consideration for the unique needs of each child.
